Mix the flour, salt, and white sugar in a big bowl. Blend in the cold butter chunks until it feels like crumbly sand. Slowly pour in the chilled water as you stir to bring it all together, stopping as soon as it forms dough.

Wrap the dough tightly with plastic and pop it in the fridge to chill for an hour or longer.

Heat your oven up to 375°F (190°C). Line a tray with some parchment paper for easy cleanup.

On a lightly floured countertop, roll the dough into a big rectangle. Scatter the chocolate chips evenly on top, then sprinkle over the brown sugar.
